My name is Leslie M. Jasper and I am the author of the book entitled, Construction Tales: Volume I: A Woman’s Journey to Become an Electrician.  I would be embarrassed having a young person reading my book.  Therefore, I created a teen version of the book.  My edited teen version is entitled, Construction Tales: A Young Person’s Guide to Accomplish Anything in Life.  For the sake of simplicity and the power of hashtags, my book goes by the hashtag #ConstructionTales

My first children’s book is entitled, Not All Girls Play With Dolls.  It serves as a prequel to #ConstructionTales.  My illustrator Anastasia Taranenko, who hails from Russia, finished my illustrations despite the stress from the ongoing Russia-Ukraine conflict.  My children’s book went live on Amazon by March 15, 2022.  My books are in paperback, e-book, and audio on the following platforms: Amazon, Barnes & Noble, iTunes, and Audible.  The book was featured, via the Combined Book Exhibit, in a few different book fairs.  I even used my Combined Book Exhibit trailer on the Verbally Disastrous YouTube channel. I write various Kindle Vella short stories under the title, Construction Tales: Told By A Woman in the Kindle Vella Library.

As I have mentioned before, I am a journeywoman electrician by trade.  I now work as a site safety manager, as an independent contractor, on projects throughout New York City.  I started my electrical career back in 1993 as a Construction Apprentice in the U.S. Navy Seabees.  I then continued my electrical career as an apprentice electrician when I joined Local #3 IBEW since 1995 until today.  I worked with the tools until the year 2014.  During that time, we were still suffering from the effects of the 2008 recession with a huge block- between one to two years of employment between jobs.  I started working in the office via learning autoCAD and engineering with the largest electrical contractor in New York City.  Over time, I got a shot to work as a project manager within a team in the company.  I did PM work for a few other electrical contractors on a variety of short-term projects.  By 2019, I got an opportunity and was encouraged to study and take a series of safety credential exams.  By the end of 2021, I earned my Construction Health and Safety Technician (CHST), Associate Safety Professional (ASP), Certified Safety Professional (CSP), and my NYC DOB Site Safety Manager license.

I pulled the trigger on creating The Verbally Disastrous Podcast and releasing my very first episode back on February 08, 2021.  A few people had suggested, over the years, for me to create a podcast since I bring unique perspective.  I didn’t know where or how to even start.  It took some patience and some exploring to actually make it happen.  I am the host, along with my occasional co-host Melissa Polito, of The Verbally Disastrous Podcast With Leslie & MelissaThe Verbally Disastrous Podcast is hosted on Anchor and is available globally on +20 podcast platforms. Some of those major podcast platforms include: Apple Podcasts, Deezer, I Heart Radio, Pandora Podcasts, Radio Public, Spotify, and YouTube.  We are just two random career chicks sharing our thoughts on a variety of topics.  Now that I got a new laptop, I will be working on figuring out how to incorporate video with my podcast episodes.  I need to learn how to go live on Twitch, YouTube, Facebook, and Instagram.  Our goal is to make a best effort to try and steer clear of religion and politics!  Those subjects are heavy, fill people with emotion, and just ruins the vibe of a discussion.  Our goal is to find very odd, funny, unusual, and weird topics to discuss.  I have previously laid out some topics that we will discuss in the Season #1, Episode #2 podcast episode.  However, we randomly switch gears with our topics at a moment’s notice.  Why?  Because we are…. Verbally Disastrous!!! 😛

Hello Everyone!

I’m offering you a quick blog post on this rather uneventful Monday (I LOVE no chaos/being boring!). I had a fun weekend that was spent hanging out with my son and family at the movies and hanging out and hitting the dance floor. During the last work week, I continued working on my new “Construction Tales Safety Topic” video series. As mentioned before, these latest safety topic videos originally come from my written blog content. At some point, I will get in front of the camera and deliver this video content. This short story covers my life as a widowed, single mother in the era when I juggled both motherhood and my career as a journeywoman electrician. I share the various challenges I faced and lessons learned along the way. The previous short story is entitled: #10: “Early Life Lessons & Characters To Meet As An Apprentice”. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. Double Quora Advice: Topics- Jail & Alternate Phrase On Singing

Hello Everyone!

I’m offering you a double dose of Quora advice here on a holiday Monday post Christmas in New York City. I do sincerely hope that you enjoyed your Christmas weekend with your beloved family and/or friends? I had an excellent time with my family and friends over the weekend. One of the kids got a karaoke machine for Christmas. This caused the majority of the crowd to get into singing classics and drinking beer and suck down Jell-O shots. I made the following Jell-O shots: 1) Screwball peanut butter whiskey & chocolate pudding 2) Lime Jell-O and vodka 3) cherry Starburst Jell-O and vodka 4) Blue Berry & Malibu Rum. I’m still working on sharing some more random blog topics. My latest safety topic of choice is on the evolution of the sidewalk shed. Before we dive into my attempt at deciphering two more posed Quora questions, allow me to share some links and updates on my other projects. Now that I’ve wrapped up my “Leslie’s book ad”, let’s review this latest Quora topic that I’ve chosen for you as the latest bathroom reading distraction. You’re quite welcome in advance. The first question is on interpreting a phrase around finding yourself in jail. The second question asks for another way to say, “your voice is strong and diverse”. Like with any question that I respond, walk away and return, I’m sure I can expand on these questions even further. However, I often resist the urge to edit since that was my response at the moment. I find the thought of doing anything that would put me in jail to be highly undesirable. I worked in a prison for about six months back in 2012. Not long after arriving in the jail, I had guys on the food cart line leaving me a paper bag of kitchen cuisine on a daily basis. My foreman was perplexed as to why this phenomenon was happening. I shrugged my shoulders and said that I had no idea why they were hooking me up. I would joke that I would be “safe” in jail in the event of a prison riot. I’m aware that this doesn’t necessarily mean “untouched”. Some of the inmates expressed their distaste for some of my co-workers who were perceived to have their noses in the air with a sense of superiority. I learned in the slammer that this position is not a good idea to hold when navigating amongst inmates. One of my co-workers joked and challenged me: “If you have any pull at all in this prison, you can get shrimp ramen noodles!” Alright bet! I indeed got a delivery of shrimp ramen noodles!! 😛 I’m going to write about even more experiences while working in jail in my #ConstructionTales Volume 2 book series when I find time to go back to writing it. The morale of the story is to treat people with kindness and they will respond accordingly. “The writer of the phrase is saying that they are concerned that the person in question has done activities that are considered to be illegal in nature. If the person has not already committed the actions, then they are perceived to be on the path to doing so. This can also be said with total sarcasm. Meaning that the behavior is greatly exaggerated and the phrase is intended to get a laugh. We are looking at things that people generally think about yet are afraid to talk about. What comes to mind for you?? Typically, I don’t go in and read the other answers that were posed by other folks. However, I am intrigued to read about other responses to this question. The responses run the gamut with everything from sex to a person’s physical qualities to a lack of motivation. I’m honestly searching for an unpredictable comment that I wouldn’t even think about. I maybe saw one semi philosophical response that was a series of posed questions. When I read it, I imagined it was a series of rapid fire questions. The questions are all bouncing back and forth on the insides of the person’s skull. I’m imagining it as being chaotic like a Looney Tunes cartoon. Go ahead and get into the posed question and my response below:

POSED QUESTION:

“What are some things which people generally thinks and are afraid to talk about that?”

MY RESPONSE:

“One of the things that people think about yet are afraid to speak upon would be uncomfortable truths. Are you on the giving or receiving end of the uncomfortable truth? Knowing this position helps in determining the level of fear. It is way harder to receive the uncomfortable truth versus dish out some painful truth. A person’s ego can be highly fragile and can only handle so much feedback at a time. There is a balance between sharing a round of constructive criticism versus systematically dismantling a person’s character flaws through a microscope lens. Too much uncomfortable truths can ruin that person’s self-esteem and sense of worth as a person. Even if the feedback is one hundred percent true, those kernels of truth do not take the sting of exposure away. I would imagine a person hearing bold face lies from a person, disguised as their “truth”, would not make it any more palpable. By exposing uncomfortable truths, you can’t remove it once it’s been said and hide it under the bed. When doing this type of exposure on another person, just know that you must be prepared to be exposed for your own flaws. It’s natural to unleash previously withheld feedback once you are faced with a sudden avalanche of uncomfortable truths. I believe that a person who doesn’t do that mutual reveal and absorbs the feedback is of a strong character and great discipline. When hearing uncomfortable truths, it’s always good to consider the source. Why is this person coming at me? It is always wise to hear the feedback and then give yourself a breather. Once in a calmer state of mind, it’s important to think about the main talking points. Are they worthy of doing self reflection and working towards taking action to change the behavior? If so, then be mindful of past behaviors and work on evolving, via adopting better patterns of behavior. If the feedback is just a bash fest, then just try your best to forget what was said. Apply some distance between yourself and the person making false and/or exaggerated accusations. The goal is to avoid even further feedback in the future. You can’t hit a moving target or one that’s at a distance. I wish you luck on your life path and much success! #ConstructionTales #NotAllGirlsPlayWithDolls #VerballyDisastrous”

Safety Topic Of The Day: Evolution Of The NYC Sidewalk Shed

Hello Everyone!

We are powering through another Thursday together on a rainy day here in New York City. I’m coming to you live from my high rise residential project in Queens. By now I sure hope you got your Christmas shopping done? As I had wished in a previous blog post, I hope you have a wonderful Christmas Eve and Christmas Day with your beloved family and/or friends this weekend. I’m making Jell-O shots for Christmas Eve. I will share with you in a future post what I end up crafting with some photos. I’m still working on sharing some more random blog topics. My previous safety topic of choice was on the history of high visible clothing. If you didn’t check it out, go look for it in my list of safety blog posts. Before we dive into my safety topic of choice, allow me to share some links and updates on my other projects. My latest goal is to try and get back into releasing some more episodes on my Verbally Disastrous podcast. I may have some free time during the next two upcoming holiday weekends. I want to dedicate some free time to also work on creating safety learning content for my two YouTube channels. Now that I’ve wrapped up my “Leslie’s book ad”, let’s review my latest chosen safety topic on the use of sidewalk sheds and supported scaffolding here in New York City. Let’s first go into the history of how sidewalk sheds were even born in the first place.

I remember learning about sidewalk sheds as soon as I started working down here within the five boroughs of New York City. I had previously worked for about 20-years with the tools as an electrician in the suburbs of New York City. There is a huge business in creating, renting, and dismantling sidewalk sheds here in New York City. Believe it or not, the sidewalk shed contracting business is an $8 billion dollar a year industry here in New York City. During the course of just about any form of construction work, it is required to create a sidewalk shed in order to protect pedestrians along the perimeter of a building. If you are not from NYC, you are probably asking, “what is a sidewalk shed”? (Refer to the above photo) Sidewalk sheds are the street-level pedestrian protection wooden and metal sheds that are required by law to remain on the sidewalk until a building hazard or construction project no longer poses a danger to the public. It’s no surprise that there was a monumentally tragic accident that first spurred the need for the initial sidewalk shed building code requirements. Additionally, similar accidents that happened subsequently also worked to push city council members towards evolving existing building code while adding even more sidewalk shed requirements. Back on May 16, 1979, a Barnard College student named Grace Gold was killed by a piece of falling terra cotta from the 8th floor of a building on West 115th Street. This fatality influenced then-mayor Ed Koch to implement the first round of sidewalk shed building code requirements that became known as ‘Local Law 10’ by 1980. By 1997 and 1998, New York City experienced several more highly publicized exterior wall failures. Two of these highly publicized incidents involved both midtown’s American Airlines Theatre and the Church of Scientology Building on West 46th Street. In response to a series of 1997 façade failures, New York City ‘Local Law 11’ of 1998 was created. Local Law 11 further added even more requirements for inspection and maintenance of the façades of buildings that are greater than six stories in height. Both of these laws require owners to get full building inspections from either a Registered Architect or Professional Engineer every five years. The designated inspector must deem the building as either: 1) Safe 2) Safe with a repair and maintenance program or “SWARMP” 3) Unsafe.

By 2010, this program went into the 7th Cycle and was renamed to FISP; now known as the Façade Inspection & Safety Program. The latest new regulations eventually evolved into today’s FISP program that expanded even further with inspections on balconies and railings that belong to a building. The last 8th cycle of regulations were amended, via approved significant changes, and took effect on February 20, 2020. Of all of the sidewalk sheds in use throughout New York City, what are some main reasons as to they even erected? According to NYC Dept. of Buildings Press Secretary Andrew Rudansky, “Approximately 37 percent of sidewalk sheds in NYC are related to the City’s Façade Inspection & Safety Program (FISP), which requires property owners with buildings higher than six stories to hire an engineer to inspect exterior walls. The other 62 percent of sidewalk sheds in NYC are related to construction and maintenance operations.” During the course of my research, I learned that the New York City local government maintains a live tracker website of all sidewalk sheds throughout all of the five boroughs. I shall share the link down below this paragraph for you to check out for yourself. As of the posting of this blog, there are currently 9,372 sidewalk sheds that cover approximately 2,057,848 million linear feet. According to the same website, the average sidewalk shed on the website has been erected for 229 days. Manhattan is the leading borough that holds the most erected scaffolds. In other articles, I read that it is actually cheaper for owners to maintain a sidewalk shed and pay DOB fees versus actually working on the needed façade repairs. As per the Independent Budget Office, the number of sidewalk sheds have tripled in quantity over the past twenty years. The very first 220-foot-long “heavy duty sidewalk shed” that was issued for “remedial repairs” was first erected in Harlem back on April 26, 2006. I find it humorous that the Department of Buildings own building on Broadway in lower Manhattan has had a sidewalk shed ever since 2008. Attempts have been made to crack down on long-standing sidewalk sheds. Like with any government agency, I wish them good luck with that endeavor if an agency’s own building(s) are guilty of the same issue(s)!

ACTIVE SIDEWALK SHED PERMITS-NEW YORK CITY:

Now that we have covered the history of the sidewalk shed and some basic stats, let’s look at the cost of erecting a shed for a building. Sidewalk sheds cost approximately $90 to $110 per linear foot of shed for the first three months. Once you are past the initial installation cost, it is then roughly 5% or less of the initial installation cost for monthly rent thereafter. The sidewalk shed must extend twenty feet past each end of the perimeter. For example if your building is 100 feet long, you will need 100 feet plus the 20 feet past each end on each side. More often than not, the sidewalk shed will be required to cover all four sides of an entire building. Using this example of a 100 ft. x 100 ft. building, the installation would initially cost $50,400 to $56,000 for the first three months. The monthly rent, starting on month four, would cost the owner roughly $3,024 to $3,360 monthly in order to maintain the sidewalk shed during construction. This cost is not including the permit fees and penalties. The Landmark Preservation Commission, via the DOB, issues alteration permits at a flat rate of $95 for the first $25,000 of work, and $5 for each $1,000 worth of work above $25,000. For new buildings, the LPC charges a fee of 15 cents per square foot for new 1-3 family residences, and 25 cents per square foot for all other new buildings. Sidewalk permits expire a year after being issued or once a contractor’s insurance expires. In order to get an extension on the permit, the project engineer or architect must provide a letter to the Department Of Buildings documenting the condition of the building, the remaining scope of work, and the estimated time left to completion. There are sidewalk shed inspection teams that can issue violations as high as $2,000 per violation if the shed is not properly maintained. Other NYC agencies, such as the Environmental Control Board, can issue violations for sheds as high as $8,000 per violation. If the sidewalk shed extends into the street, the Department of Transportation agency must be involved with permits and potential violations.

My next move is to review some basic building code rules pertaining to sidewalk sheds and share it with you. Let’s pretend that you are a contractor or just a nosey neighbor. The majority of these rules come from NYC building code- Chapter 33: Safeguards During Construction of Demolition, Section 3307. If you have a facade alteration project that is more than 40-feet high or a demolition job at a height more than 25-feet, they both require a sidewalk shed. Obviously, a sidewalk shed must be erected prior to performing your scope of work. The first order of business would be to apply for a ‘Temporary Construction Equipment Permit’. This permit requires to be approved from the DOB. Next is the PW2 work permit application that also needs to be reviewed and approved. Once the permits have been paid, you must post them on the jobsite. They need to be readily available for periodic agency inspections. If necessary, you must also apply for after-hours variance work permits. All drawings for the sidewalk shed and work scope must be reviewed and approved by the Department of Buildings before starting any work as well. This includes the Site Safety Plan that indicates the need for the sidewalk shed and other relevant safety components. The sidewalk shed being erected must be illuminated with either natural or shed lighting. Sidewalk sheds must be at least five feet wide and eight feet in height. Sheds are either light duty (150 lbs./sq. ft.) or heavy duty (300 lbs./sq. ft.) in nature- the type needed depend on the height of the building and storage needs. An illuminated red light must be visible from the street so that the FDNY may know exactly where the standpipe connection can be found. The paint on the wood on the shed must be hunter green in color. It is illegal to post any kind of signage other than the contact information of the general contractor who erected the shed. This information is needed in order to determine who is responsible for shed maintenance and violations. If you see any advertisements posted on sidewalk sheds, the owner can technically be issued with a violation. If you walk along a shed, just know that the diamond shaped windows must be cut into the plywood and placed every 25-feet.

I might note that it’s very important that the sidewalk shed doesn’t hide any street signs. This conflict will get the Department of Transportation involved. The owner and/or general contractor must keep a daily sidewalk shed log of inspections, via a competent person who is on the project. At blind locations, such as an emerging parking garage entrance, a mirror is required to be installed. All sidewalk sheds must be created by a registered design professional. Once the design drawings are approved, the sidewalk shed must be erected exactly as per the drawings. If there are any field conditions that require a deviation from the approved drawings, paperwork from the design professional must be onsite to verify that the modifications are approved. Sidewalk sheds must be inspected and supervised by a qualified person that has been designated by the design professional, permit holder, or a third party that has been approved by both the designer and permit holder. Once fully erected, the qualified person must inspect and provide an inspector report for the shed. The re-inspections must subsequently occur every six months afterwards and after each and every required repair. Sheds must be installed by a team of trained scaffold erectors who have a wide variety of training: 4-hours, 8-hours, 16-hours, and 32-hours for scaffold erection. Any projects that have a site safety manager and a site safety plan require all workers onsite to have a minimum of 4-hours supported scaffold training. This is the minimum training that’s required to step foot on a jobsite and use the scaffold while at work. As I have mentioned in previous safety topics, workers are required to have 40-hr SST training cards while supervisors receive 62-hour SST training cards. Every worker must have the following at a minimum for the 40-hr SST card: 30-hr OSHA, 8-hr fall protection, and 2-hr drug and alcohol training. The 8-hour training is a refresher training course that’s required every four years for workers/supervisors who had previously completed the 32-hour training. Workers are required to complete the 16-hour training while supervisors are required to complete the 32-hour training. Obviously, workers can also complete the 32-hour training. As you can see, workers and supervision must be highly trained before erecting any form of scaffolding here in New York City. The main objective of training is to minimize the amount of deaths of both workers and nearby pedestrians. Once the scope of work has been fully completed, then it’s time to dismantle the sidewalk shed. The crew dismantling the shed must be qualified to do so and the DOB must be notified with a request that was approved beforehand.

I know that it sounds like there is a tremendous amount of red tape for the entire process. The objective is to protect local pedestrians, including global tourists, and workers from harm that can come from falling bricks from high up on a skyscraper. The age range of the average high rise building goes from brand-new to hundreds of years old. Some of the most detailed architecture is on the oldest buildings of the Manhattan skyline. I am not a fan of a ton of rules. However, if the rules didn’t exist, just know that corners would be cut and shortcuts on safety would be made. It’s just human nature to see what a person can get away with not even doing. In the case of protecting millions of humans and safeguarding some of the most expensive real estate on the globe, it’s better to be safe than sorry. I shared my latest short story that has been loaded up to my Construction Tales-Told By A Woman Kindle Vella Library on Amazon. This is short story #11 entitled, “Juggling Motherhood & Working With The Tools”. This short story covers my life as a widowed, single mother in the era when I juggled both motherhood and my career as a journeywoman electrician. I share the various challenges I faced and lessons learned along the way. The previous short story is entitled: #10: “Early Life Lessons & Characters To Meet As An Apprentice”. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. We woke up this morning on the right side of the bed and got up for another Tuesday here in a chilly yet sunny New York City. “Before there is an emotional connection, there needs to be an initial chemistry connection that brings two people together in the first place. Initially, two parties need to have either a strong, mutual physical attraction or have a tremendous amount of things in common. Over time, two people will develop a strong bond and a close emotional connection. Some people claim that they fall in love with people immediately. Meanwhile, other lovers proclaim that this emotional process takes months if not years to achieve. I believe the fast and furious love claims are actually just lust. Those situations are usually hot in temperature and happen very quickly. Then, just as fast and furious as it came in, the fire burns out and so does the relationship. I believe that a slow and steady romantic relationship wins the race. Typically, I hear the phrase, “I’m falling in love with you” when referring to the process of developing strong emotion feelings towards each other. The phrase, “I’m falling into you” is not far from “I’m falling in love with you”. Therefore, I believe that “I’m falling into you” means that one party is expressing that they are falling in love with the other party. They are trying to express that they see themselves developing an emotional connection that becomes deeper and more intense over time. Hopefully, the feelings are mutual. There is nothing worse than one sided love much less the other person expressing indifferent feelings towards the party professing their love. I’ve always heard that it is better to have your partner love you more than you love them if you want longevity. This Quora question is on the meaning behind the phrase, “how dare you”. I tried to flip the coin and see at least both sides. Oftentimes, you need to think of even more sides of the coin. For this phrase, I was rather limited on my different interpretations. I would love to hear an interpretation that doesn’t mirror anything I suggested. I find those contributions to be valuable. As I have stated before, I’m aware that my opinion or interpretation sits as a grain of sand that is nestled in miles and miles of oceanside beaches on a global scale. The goal is to share my phrase interpretation and see if it either matches or is a stark contrast to your own vision of the phrase. “When I hear the phrase, “how dare you”, it means to me that a person is upset at another person for either their poor choices of words and/or actions. These words and/or actions could actually be either mild or very offensive in nature. The person speaking up is establishing boundaries by speaking up and letting the other party know their position on the matter. In some instances, the person who acted out of hand is indeed guilty of being offensive. In other rare instances, it could also be a form of sarcasm. The speaker is over exaggerating the impact of the words or actions spoken by the other party. The objective is to just get a laugh at the moment and then move on. I’m a huge fan of sarcasm and speak it fluently. The meaning totally hinges on the context of exactly what happened. This is short story #11 entitled, “Juggling Motherhood & Working With The Tools”. This short story covers my life as a widowed, single mother in the era when I juggled both motherhood and my career as a journeywoman electrician. I share the various challenges I faced and lessons learned along the way. The previous short story is entitled: #10: “Early Life Lessons & Characters To Meet As An Apprentice”. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. Safety Topic Of The Day: The Birth Of Hi-Visible Clothing

Hello Everyone!

Well, my friend, we made it to another Monday shift here on my residential construction jobsite here in the concrete jungle that is New York City. I hope you are doing well? Each day, it is getting cooler with a dusting of AM snow on occasion. I apologize for not writing in quite awhile. I know that you are awaiting my next blog post (a dash of sarcasm). I’ve been rather occupied the past few weeks and I have not released any new posts. Last week, I went away with my lady friends on a Carribean cruise. Sadly, I returned to snow this past weekend. Of course, I had my hands full preparing for my departure within the week before the vacation. I even debated with myself about bringing my laptop on vacation with me. My initial thought was that I may want to blog while relaxing on my balcony. At the last minute, I left the laptop home and opted to just relax and enjoy the new adventure. I think leaving the electronics home was a great idea after all. Purchasing wifi on the ship was a costly expense that I was able to pass up. I figured that I might as well as deep dive into the different required personal protective equipment components that are required on the average New York City project.

I chose to research and discuss the invention and history of high visible clothing. As with any previously chosen subjects, I did learn some new details during my search. Therefore, I’m happy to share with you what I discovered. Firstly, what is high visible clothing? High-visibility clothing, sometimes shortened to “hi-vis” or “hi-viz”, is any clothing worn that is highly luminescent in its natural property or a color that is easily discernible from any background. It is most commonly worn on the torso and arm area of the body to make the worker more visible to others. Many current health and safety regulations, especially on the federal level, often require the use of high visibility clothing as it is a form of personal protective equipment. The main objective of wearing this type of clothing is so that operators of motorized vehicles can see the person from a distance and avoid an accident. Industries that can require employees to wear high visible clothing include: construction sites, traffic management, security, maintenance services, offshore activities, military, mining, and manufacturing. Who started this high visibility movement? American inventor Bob Switzer is credited on the internet with being the founding father of the high visible paint. This paint was first used for creating the brightly colored fabric that became high visible clothing. Bob’s story of how he became interested in creating highly visible safety clothing is super unique. Bob was involved in a significant accident, during the summer of 1933, while removing a load of tomatoes from a freight car while at work. At the time of the accident, Bob was working at a Heinz company laboratory that was out of Berkeley, California. While in the process of relocating the bulk tomato delivery, Bob had tripped, had taken a nasty fall, and suffered several serious injuries. Bob’s major injuries included: a skull fracture and a severed optic nerve. Bob was told by doctors to stay in a dark room until he fully recovered his eyesight. This recovery period lasted for several grueling months for Bob. This major jobsite catastrophe became a major pivotal point in Bob’s life. This incident marked the birth of Bob’s crusade to create high visible clothing in an effort to help fellow industry professionals avoid accidents in the future.

While he was on the mend after this major workplace accident, Bob and his brother Joe began experimenting with colors and chemicals. These bright paint concoctions were initially intended to be used, for entertainment purposes, with magic tricks. Legend has it that Bob tested his experimental paints on his wife’s wedding dress. Miraculously, Bob survived a second time to create ‘Day Glo’ paint with his brother. Word on the street was that Mrs. Switzer had the first glow in the dark wedding dress in the world. She was either highly disgusted with her husband’s messy antics or willfully riding shotgun with her family to become a global trendsetter. I’m imagining her being a trendsetter since she more than likely won’t wear that dress more than once. After all, he was developing a multi-million dollar empire with the ability to buy Ms. Switzer any dress that she wanted. The Switzer brothers continued to perfect their high visibility concoctions through trial and error. By the time of World War II, this is when their paint technology grew in popularity with a surge in demand. They even continued with branching out into different arenas with their experimental innovations. While experimenting with different colors, a black light, and some shellac, the first black light fluorescent paint was born. The two brothers founded their first business venture, known as Fluor-S-Art Co., in 1934. The dynamic duo also went on to establish the Day-Glo Colour Corporation in 1946. The Day-Glo Colour Corporation proceeded to be responsible for developing a number of fluorescent paints and pigments for high visible clothing. In addition to hi-vis clothing, the Switzer siblings also branched out to use their fluorescent dye for testing and diagnostic purposes. By 1938, Bob and Joe invented both Zyglo and Magnaglo. These two nondestructive fluorescent dyes are used in a testing processes to identify defects in machined parts. The dyes work to penetrate small defects that can be seen when inspecting the parts under a black light. These two color magicians were so innovative and some pioneers that were ahead of their time. Let’s branch out and see how high visible clothing was launched outside the United States.

In the United Kingdom, high visibility work clothing was first introduced by the Glaswegian railway maintenance workers back in 1964 on a trial basis. Based upon my research, it appears that the railway workers were the first to wear high visible clothing in the entire world. Over the years, high visible clothing has proven to be highly effective at reducing accidents and has seen such a huge increase in popularity. During my research on this topic, I discovered that UK workwear specialists had reported a 22% rise in the sales of high-visible apparel as of the years 2008/2009. By the end of years 2009/2010, clothing manufacturers saw another 26% increase in sales of high-visible clothing purchases. More and more employers, within different business sectors, are seeing the value of using high-visible clothing. I also learned that the United Kingdom Parliament implemented their own form of OSHA by passing the “1974 Health and Safety At Work Act”. Additionally, the “Personal Protective Equipment At Work Regulations of 1992” legislation was also passed to protect workers in the United Kingdom. Both major pieces of legislation were passed in an effort to place legal safeguards for employees who are working in potentially hazardous environments. The most recent legislation requires employers to supply workers with proper personal protective equipment (PPE) that match the hazardous jobsite conditions. According to https://www.transparencymarketresearch.com, the global value of high-visible apparel is estimated to be valued at $1.2 billion dollars (USD) as of 2021. The market is expected to reach a value of $2.9 billion dollars by 2031. Like with any personal protective equipment requirement, I’m sure that insurance companies are the main driver behind the requirement. Then again, if it wasn’t actually effective at reducing accidents, would there be a need for this PPE equipment?

Once this brightly crafted clothing line proved that it was successful with reducing accidents, governing bodies around the globe started making them mandatory on the job. The U.S. industry standards that govern hi-vis clothing come from American National Standards Institute (ANSI). In Canada, the Canadian Standards Association (CSA) governs that specific jurisdiction. The U.S. industry standard sections can be found under either ANSI/ISEA 107 or CSA Z96. In the UK, the regulations that govern the standards are under EN ISO 20471 certification with three classes that range from Class 1 to Class 3. Meanwhile, over in Australia and New Zealand, they follow two main industry standard sections: 1) AS/NZS 4602.1:2011 2) AS/NZS 1906.4:2010 Part 4 with three different classes: 1) D 2) N 3) D/N. Background colors that adhere to the many international industry standards are: Lime Green, Orange, or Red (colors considered fluorescent). If you see other high visible colors, such as fluorescent pink, they do not technically fall within the industry standards. As you can see on a global level, the industry standard regulations are broken down into different types and classes. What is the purpose of breaking them all down? The classes are all defined by the minimum amount of background and retro-reflective material. Additionally, there is a configuration of the retro-reflective material as well as other technical garment design requirements. Here are the types of classes that are used to categorize high-visible clothing standards as per American National Standards Institute (ANSI) regulations:

ANSI Type O, Class 1 – Performance Class 1 offers the minimum amount of high visibility materials to differentiate the wearer from non-complex work environments and is only appropriate for off-road environments.

ANSI Type R or P, Class 2 – Performance Class 2 is considered the minimum level of protection for workers exposed to roadway rights-of-way and temporary traffic control (TTC) zones. Garments will have additional amounts of high visibility materials that allow for better definition of the human form.

ANSI Type R or P, Class 3 – Performance Class 3 provides more visibility to the wearer in both complex backgrounds and through a full range of movement by the required placement of background, retroreflective, and combined performance materials on the sleeves and pant legs (if present). Garments have an even a greater minimum level of high visibility material the apparel must contain. A garment or vest without sleeves worn alone is NOT considered Class 3 protection.

ANSI Class E – High visibility garments that do not qualify as meeting the requirements of the standard when worn alone, but when a Class E item is worn with a Class 2 or Class 3 garment, the overall classification of the ensemble is Class 3.

Here in the United States, all public access roadways are governed by federal legislation. Additionally, these federal rules are enforceable by OSHA inspectors. The 2009 Federal Highway Administration (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) was developed from 23 CFR Part 634. The Federal Highway Worker Visibility Rule (23 CFR Sec. 634) was the first step in the creation of the U.S. comprehensive worker high visibility regulation. During my research, I learned that there is both “high visibility” and “enhanced visibility”. Construction clothing that’s identified as enhanced visibility is a reference for any garment of any color that has retro-reflective striping added to it in any configuration. Surprisingly enough, these garments are not typically ANSI compliant. Ideally, they are intended for workers who labor within lower risk environments. Despite not being ANSI compliant, these workers can still benefit from the extra security of heightened visibility while working within low light conditions. To be totally clear, ANSI is a voluntary consensus standard and NOT a requirement on every construction jobsite. The only time it is a requirement is if either ownership or the general contractor of a jobsite specifically requires workers to wear high visibility clothing. However, it is most certainly required on federal roadway projects. Firefighter equipment also follows ANSI and local jurisdiction regulations since fire department standards are governed under each local fire department laws, codes, and regulations.

I investigated the various arenas within DOT, OSHA, and New York City Department of Buildings in an effort to show you where in the code it says that high visible clothing is required to be worn. My first stop was sifting through the Department of Transportation. Since this is a federal agency, I know that DOT workers are definitely required to wear high visible clothing. Here is the DOT section that I found pertaining to the requirement. “All DOT employees within the highway right-of-way shall wear high-visibility apparel meeting American National Standards Institute 107 – Class II and/or Class III standards for conspicuity AND meets NYSDOT approved garments. High-visibility apparel shall not be purchased without approval by Main Office or Regional Employee Safety & Health.” I also looked on the OSHA website to see the verbiage on their position on the subject matter. Overall, when a worker is subjected to motorized vehicles on or near a federal highway, such as being a flagger or a road worker, they are required to wear high visible clothing. I will provide a link to the http://www.OSHA.gov high visible clothing requirement discussion down at the bottom of this discussion. I even double checked and reviewed the current 2008 NYC building code within the section that governs my construction industry that is known as: “Chapter 33: Safeguards During Construction or Demolition”. Additionally, I spoke with my fellow site safety manager co-workers. Based upon my investigation, there is no Department of Buildings code section that speaks on having high visible clothing as a requirement on the jobsite. As I previously stated in the post, the requirement is site specific and hinges upon the requirements of leadership on a specific jobsite.

As I had also shared previously, the U.S. Army took an interest in the Switzer brother’s high visible paint technology during war time efforts. There was an issue with the military being exposed to friendly fire in urban locations. The U.S. government knew that they needed to reduce the friendly fire incidents by making soldiers more visible. The U.S. military approved of the Day-Glo fabric panels that were dipped in the reflective paint and added to soldier uniforms. Soldiers who were wearing these unique pieces of fabric could signal to airplanes far above them. The objective is to signal the pilots above to make them aware of their presence. Additionally, aircraft crews also started to wear high visibility safety vests and uniform pants while they directed airplanes on landing strips at military air bases. The need for reflective material even found a need out on the open oceans. The Navy used buoys, laden with reflective strips, that are intended to signal that a body of water was for ships to pass in. In addition to being highly visible, they can also be flame retardant. If you look around today, high visibility technology is used within many realms of society. “Oh! That phrase is indeed words that will challenge another person to step up with the intensity of some actions. This phrase is the same as the medieval slap in the face with a glove. The goal of the phrase is to prompt the other person to take action. The intensity of the actions could even ramp up all of the way towards physical violence. The person saying “make me” is encouraging the other party to take the necessary steps that will convince the other person to take action. It easier terms, it is considered a challenge. It’s your choice whether you want to let the conflict simmer down or step up to the plate and take action. Situations like this are very bad for parties with opposing people who have nothing to lose or folks with a giant ego. A giant ego will not allow many people to back down from a challenge. Prior to engaging in a challenge, it is wise to see if the other person has something to lose in their life. It’s also not wise to challenge people who have a short fuse and are quick to get into conflict with no hesitation. On the other hand, those words can be said in the form of sarcasm. This means that the person said it as a joke. They have zero intention of pushing each other to do anything other than laugh. Hopefully, this phrase was uttered as a joke. I shared my latest short story that has been loaded up to my Construction Tales-Told By A Woman Kindle Vella Library on Amazon. This is short story #11 entitled, “Juggling Motherhood & Working With The Tools”. This short story covers my life as a widowed, single mother in the era when I juggled both motherhood and my career as a journeywoman electrician. I share the various challenges I faced and lessons learned along the way. The previous short story is entitled: #10: “Early Life Lessons & Characters To Meet As An Apprentice”. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics.
