Meaning Behind “How Dare You”

Hello Everyone!

It is another chilly Wednesday here in the streets of my New York City residential construction jobsite. I always wish you well, my friend. Stay warm and dry this week. I’m continually trying to make up for lost time with sharing some more random blog topics. My goal is to find some more thought provoking questions to respond to in the near future. My latest safety topic of choice is on the history of high visible clothing. If you didn’t check it out, look for it in my list of blog posts. Before we dive into my attempt at interpreting another common phrase, allow me to share some links and updates on my other projects. Now that I’ve wrapped up my “Leslie’s book ad”, let’s review this latest Quora topic. I figured that I might as well attempt to answer this requested question. This Quora question is on the meaning behind the phrase, “how dare you”. I tried to flip the coin and see at least both sides. Oftentimes, you need to think of even more sides of the coin. For this phrase, I was rather limited on my different interpretations. I would love to hear an interpretation that doesn’t mirror anything I suggested. I find those contributions to be valuable. As I have stated before, I’m aware that my opinion or interpretation sits as a grain of sand that is nestled in miles and miles of oceanside beaches on a global scale. The goal is to share my phrase interpretation and see if it either matches or is a stark contrast to your own vision of the phrase. “What is the meaning of “how dare you”?”

MY RESPONSE:

“When I hear the phrase, “how dare you”, it means to me that a person is upset at another person for either their poor choices of words and/or actions. These words and/or actions could actually be either mild or very offensive in nature. The person speaking up is establishing boundaries by speaking up and letting the other party know their position on the matter. In some instances, the person who acted out of hand is indeed guilty of being offensive. In other rare instances, it could also be a form of sarcasm. The speaker is over exaggerating the impact of the words or actions spoken by the other party. The objective is to just get a laugh at the moment and then move on. I’m a huge fan of sarcasm and speak it fluently. The meaning totally hinges on the context of exactly what happened. This short story covers my life as a widowed, single mother in the era when I juggled both motherhood and my career as a journeywoman electrician. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. Safety Topic Of The Day: The Birth Of Hi-Visible Clothing

Hello Everyone!

Well, my friend, we made it to another Monday shift here on my residential construction jobsite here in the concrete jungle that is New York City. I hope you are doing well? Each day, it is getting cooler with a dusting of AM snow on occasion. I apologize for not writing in quite awhile. I know that you are awaiting my next blog post (a dash of sarcasm). I’ve been rather occupied the past few weeks and I have not released any new posts. Last week, I went away with my lady friends on a Carribean cruise. Sadly, I returned to snow this past weekend. Of course, I had my hands full preparing for my departure within the week before the vacation. I even debated with myself about bringing my laptop on vacation with me. My initial thought was that I may want to blog while relaxing on my balcony. At the last minute, I left the laptop home and opted to just relax and enjoy the new adventure. I think leaving the electronics home was a great idea after all. Purchasing wifi on the ship was a costly expense that I was able to pass up. I’m now back with a goal to offer you even more bathroom throne reading material. Before I offer you the next safety topic of choice, I’m honored to share some links and updates on my other projects. My objective is to try to get back into releasing some more episodes on my Verbally Disastrous podcast. It’s tough when I have different things on my plate during the course of the day. Now that I’ve wrapped up my “Leslie’s book ad”, let’s review this next safety topic. I figured that I might as well as deep dive into the different required personal protective equipment components that are required on the average New York City project.

I chose to research and discuss the invention and history of high visible clothing. As with any previously chosen subjects, I did learn some new details during my search. Therefore, I’m happy to share with you what I discovered. Firstly, what is high visible clothing? High-visibility clothing, sometimes shortened to “hi-vis” or “hi-viz”, is any clothing worn that is highly luminescent in its natural property or a color that is easily discernible from any background. It is most commonly worn on the torso and arm area of the body to make the worker more visible to others. Many current health and safety regulations, especially on the federal level, often require the use of high visibility clothing as it is a form of personal protective equipment. The main objective of wearing this type of clothing is so that operators of motorized vehicles can see the person from a distance and avoid an accident. Industries that can require employees to wear high visible clothing include: construction sites, traffic management, security, maintenance services, offshore activities, military, mining, and manufacturing. Who started this high visibility movement? American inventor Bob Switzer is credited on the internet with being the founding father of the high visible paint. This paint was first used for creating the brightly colored fabric that became high visible clothing. Bob’s story of how he became interested in creating highly visible safety clothing is super unique. Bob was involved in a significant accident, during the summer of 1933, while removing a load of tomatoes from a freight car while at work. At the time of the accident, Bob was working at a Heinz company laboratory that was out of Berkeley, California. While in the process of relocating the bulk tomato delivery, Bob had tripped, had taken a nasty fall, and suffered several serious injuries. Bob’s major injuries included: a skull fracture and a severed optic nerve. Bob was told by doctors to stay in a dark room until he fully recovered his eyesight. This recovery period lasted for several grueling months for Bob. This major jobsite catastrophe became a major pivotal point in Bob’s life. This incident marked the birth of Bob’s crusade to create high visible clothing in an effort to help fellow industry professionals avoid accidents in the future.

While he was on the mend after this major workplace accident, Bob and his brother Joe began experimenting with colors and chemicals. These bright paint concoctions were initially intended to be used, for entertainment purposes, with magic tricks. Legend has it that Bob tested his experimental paints on his wife’s wedding dress. Miraculously, Bob survived a second time to create ‘Day Glo’ paint with his brother. Word on the street was that Mrs. Switzer had the first glow in the dark wedding dress in the world. She was either highly disgusted with her husband’s messy antics or willfully riding shotgun with her family to become a global trendsetter. I’m imagining her being a trendsetter since she more than likely won’t wear that dress more than once. After all, he was developing a multi-million dollar empire with the ability to buy Ms. Switzer any dress that she wanted. The Switzer brothers continued to perfect their high visibility concoctions through trial and error. By the time of World War II, this is when their paint technology grew in popularity with a surge in demand. They even continued with branching out into different arenas with their experimental innovations. While experimenting with different colors, a black light, and some shellac, the first black light fluorescent paint was born. The two brothers founded their first business venture, known as Fluor-S-Art Co., in 1934. The dynamic duo also went on to establish the Day-Glo Colour Corporation in 1946. The Day-Glo Colour Corporation proceeded to be responsible for developing a number of fluorescent paints and pigments for high visible clothing. In addition to hi-vis clothing, the Switzer siblings also branched out to use their fluorescent dye for testing and diagnostic purposes. By 1938, Bob and Joe invented both Zyglo and Magnaglo. These two nondestructive fluorescent dyes are used in a testing processes to identify defects in machined parts. The dyes work to penetrate small defects that can be seen when inspecting the parts under a black light. These two color magicians were so innovative and some pioneers that were ahead of their time. Let’s branch out and see how high visible clothing was launched outside the United States.

In the United Kingdom, high visibility work clothing was first introduced by the Glaswegian railway maintenance workers back in 1964 on a trial basis. Based upon my research, it appears that the railway workers were the first to wear high visible clothing in the entire world. Over the years, high visible clothing has proven to be highly effective at reducing accidents and has seen such a huge increase in popularity. During my research on this topic, I discovered that UK workwear specialists had reported a 22% rise in the sales of high-visible apparel as of the years 2008/2009. By the end of years 2009/2010, clothing manufacturers saw another 26% increase in sales of high-visible clothing purchases. More and more employers, within different business sectors, are seeing the value of using high-visible clothing. I also learned that the United Kingdom Parliament implemented their own form of OSHA by passing the “1974 Health and Safety At Work Act”. Additionally, the “Personal Protective Equipment At Work Regulations of 1992” legislation was also passed to protect workers in the United Kingdom. Both major pieces of legislation were passed in an effort to place legal safeguards for employees who are working in potentially hazardous environments. The most recent legislation requires employers to supply workers with proper personal protective equipment (PPE) that match the hazardous jobsite conditions. According to https://www.transparencymarketresearch.com, the global value of high-visible apparel is estimated to be valued at $1.2 billion dollars (USD) as of 2021. The market is expected to reach a value of $2.9 billion dollars by 2031. Like with any personal protective equipment requirement, I’m sure that insurance companies are the main driver behind the requirement. Then again, if it wasn’t actually effective at reducing accidents, would there be a need for this PPE equipment?

Once this brightly crafted clothing line proved that it was successful with reducing accidents, governing bodies around the globe started making them mandatory on the job. The U.S. industry standards that govern hi-vis clothing come from American National Standards Institute (ANSI). In Canada, the Canadian Standards Association (CSA) governs that specific jurisdiction. The U.S. industry standard sections can be found under either ANSI/ISEA 107 or CSA Z96. In the UK, the regulations that govern the standards are under EN ISO 20471 certification with three classes that range from Class 1 to Class 3. Meanwhile, over in Australia and New Zealand, they follow two main industry standard sections: 1) AS/NZS 4602.1:2011 2) AS/NZS 1906.4:2010 Part 4 with three different classes: 1) D 2) N 3) D/N. Background colors that adhere to the many international industry standards are: Lime Green, Orange, or Red (colors considered fluorescent). If you see other high visible colors, such as fluorescent pink, they do not technically fall within the industry standards. As you can see on a global level, the industry standard regulations are broken down into different types and classes. What is the purpose of breaking them all down? The classes are all defined by the minimum amount of background and retro-reflective material. Additionally, there is a configuration of the retro-reflective material as well as other technical garment design requirements. Here are the types of classes that are used to categorize high-visible clothing standards as per American National Standards Institute (ANSI) regulations:

ANSI Type O, Class 1 – Performance Class 1 offers the minimum amount of high visibility materials to differentiate the wearer from non-complex work environments and is only appropriate for off-road environments.

ANSI Type R or P, Class 2 – Performance Class 2 is considered the minimum level of protection for workers exposed to roadway rights-of-way and temporary traffic control (TTC) zones. Garments will have additional amounts of high visibility materials that allow for better definition of the human form.

ANSI Type R or P, Class 3 – Performance Class 3 provides more visibility to the wearer in both complex backgrounds and through a full range of movement by the required placement of background, retroreflective, and combined performance materials on the sleeves and pant legs (if present). Garments have an even a greater minimum level of high visibility material the apparel must contain. A garment or vest without sleeves worn alone is NOT considered Class 3 protection.

ANSI Class E – High visibility garments that do not qualify as meeting the requirements of the standard when worn alone, but when a Class E item is worn with a Class 2 or Class 3 garment, the overall classification of the ensemble is Class 3.

Here in the United States, all public access roadways are governed by federal legislation. Additionally, these federal rules are enforceable by OSHA inspectors. The 2009 Federal Highway Administration (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) was developed from 23 CFR Part 634. The Federal Highway Worker Visibility Rule (23 CFR Sec. 634) was the first step in the creation of the U.S. comprehensive worker high visibility regulation. During my research, I learned that there is both “high visibility” and “enhanced visibility”. Construction clothing that’s identified as enhanced visibility is a reference for any garment of any color that has retro-reflective striping added to it in any configuration. Surprisingly enough, these garments are not typically ANSI compliant. Ideally, they are intended for workers who labor within lower risk environments. Despite not being ANSI compliant, these workers can still benefit from the extra security of heightened visibility while working within low light conditions. To be totally clear, ANSI is a voluntary consensus standard and NOT a requirement on every construction jobsite. The only time it is a requirement is if either ownership or the general contractor of a jobsite specifically requires workers to wear high visibility clothing. However, it is most certainly required on federal roadway projects. Firefighter equipment also follows ANSI and local jurisdiction regulations since fire department standards are governed under each local fire department laws, codes, and regulations.

I investigated the various arenas within DOT, OSHA, and New York City Department of Buildings in an effort to show you where in the code it says that high visible clothing is required to be worn. My first stop was sifting through the Department of Transportation. Since this is a federal agency, I know that DOT workers are definitely required to wear high visible clothing. Here is the DOT section that I found pertaining to the requirement. “All DOT employees within the highway right-of-way shall wear high-visibility apparel meeting American National Standards Institute 107 – Class II and/or Class III standards for conspicuity AND meets NYSDOT approved garments. High-visibility apparel shall not be purchased without approval by Main Office or Regional Employee Safety & Health.” I also looked on the OSHA website to see the verbiage on their position on the subject matter. Overall, when a worker is subjected to motorized vehicles on or near a federal highway, such as being a flagger or a road worker, they are required to wear high visible clothing. I will provide a link to the http://www.OSHA.gov high visible clothing requirement discussion down at the bottom of this discussion. I even double checked and reviewed the current 2008 NYC building code within the section that governs my construction industry that is known as: “Chapter 33: Safeguards During Construction or Demolition”. Additionally, I spoke with my fellow site safety manager co-workers. Based upon my investigation, there is no Department of Buildings code section that speaks on having high visible clothing as a requirement on the jobsite. As I previously stated in the post, the requirement is site specific and hinges upon the requirements of leadership on a specific jobsite.

As I had also shared previously, the U.S. Army took an interest in the Switzer brother’s high visible paint technology during war time efforts. There was an issue with the military being exposed to friendly fire in urban locations. The U.S. government knew that they needed to reduce the friendly fire incidents by making soldiers more visible. The U.S. military approved of the Day-Glo fabric panels that were dipped in the reflective paint and added to soldier uniforms. Soldiers who were wearing these unique pieces of fabric could signal to airplanes far above them. The objective is to signal the pilots above to make them aware of their presence. Additionally, aircraft crews also started to wear high visibility safety vests and uniform pants while they directed airplanes on landing strips at military air bases. The need for reflective material even found a need out on the open oceans. The Navy used buoys, laden with reflective strips, that are intended to signal that a body of water was for ships to pass in. In addition to being highly visible, they can also be flame retardant. If you look around today, high visibility technology is used within many realms of society. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. I interpret this phrase to either be a challenge or humorous in nature. Obviously, I could totally be wrong with my interpretation. Let me know if you either agree or have a different interpretation? “What does “make me” mean?”

MY RESPONSE:

“Oh! That phrase is indeed words that will challenge another person to step up with the intensity of some actions. This phrase is the same as the medieval slap in the face with a glove. The goal of the phrase is to prompt the other person to take action. The intensity of the actions could even ramp up all of the way towards physical violence. The person saying “make me” is encouraging the other party to take the necessary steps that will convince the other person to take action. It easier terms, it is considered a challenge. It’s your choice whether you want to let the conflict simmer down or step up to the plate and take action. Situations like this are very bad for parties with opposing people who have nothing to lose or folks with a giant ego. A giant ego will not allow many people to back down from a challenge. Prior to engaging in a challenge, it is wise to see if the other person has something to lose in their life. It’s also not wise to challenge people who have a short fuse and are quick to get into conflict with no hesitation. On the other hand, those words can be said in the form of sarcasm. This means that the person said it as a joke. They have zero intention of pushing each other to do anything other than laugh. Hopefully, this phrase was uttered as a joke. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. Quora Advice: “The Heart Knows When The Search Is Over” Meaning

Hello Everyone!

Hopefully your Tuesday routine is rather uneventful for you so far today? As I have previously shared in the past few posts, I sent a series of questions to my buddy Steve to prepare for our upcoming sit down interview as a podcast episode on Thanksgiving weekend. Steve is a former Marine and he worked on the rope team. He would scale the sides of various high rise buildings in New York City and perform various types of work with ropes and a harness. Now that I’ve wrapped up my “Leslie’s book ad”, let’s review this Quora topic. I interpret this question within the parameters of my own emotional capacity. Obviously, I could totally be wrong with my interpretation. Let me know if you disagree and state exactly how you disagree with my position. I try my absolute best to view a relationship with as much of a logical mindset as much as possible. I’m aware that, due to the emotional intensity, it is very hard to do. This is of a high level of difficulty when you are head over heels in love with your partner. Once you find an amazing connection, it makes sense to stay in the relationship and not keep searching for a partner. Despite being content within a love connection, this doesn’t necessarily prevent people from seeking elsewhere. If you choose to seek elsewhere, then you owe your partner the courtesy of a heads up. This way they can choose to stay in the relationship or leave. It’s selfish to not give the other person the common courtesy to make informed choices. No one should ever be under a false assumption that they are in a solid relationship. Oftentimes, people ruin great relationships by always looking for greener grass elsewhere as opposed to cultivating their own grass. Relationships require a tremendous amount of continuous patience, love, and work in order to develop and maintain a bond. Lazy people should just remain single and leave other souls alone if they have no intention on keeping the connection by doing their part. Then again, I’m sure that I have lofty goals of what I think a relationship should involve. How do you know when the search is over? Do you work with what you have or keep searching? It makes sense that if a person makes you cry far more than laugh, then it is time to re-evaluate. Only you hold the answer on the next move to take. What are your expectations on a relationship? I’m sure that is an entirely different subject matter to chew through. Instead of going on a tangent, proceed to read the question and my response:

“My interpretation would be that when you refer to “the heart”, it means a person’s intuition. It could even mean your “soul” or your “gut”. People should really listen to their intuition since that is your inner voice that’s intended to guide you through your life. Your intuition tells you that the relationship that you have found is exactly what you need in life. It will also let you know when it is time to walk away. Once you have found what fits for your life and actually makes your heart content, then there is no need to keep searching. There is no need to search for another partner when you have found what works for you. Obviously, life changes and one’s needs will change as well. We are all here on Earth to learn lessons while interacting with different people. Some lessons, learned through relationships, may be a lifetime and others may be for a short period of time. Sadly, the biggest lessons come in life through pain. Growth is experienced through pain. May you experience the least amount of heartache as possible on your life path. #ConstructionTales #NotAllGirlsPlayWithDolls #VerballyDisastrous”

Meaning Behind: “What Am I Most To A Lady”

Hello Everyone!

How is your Monday grind going for you? So far, my day has been uneventful. Of course boring is music to my ears. As I have previously shared, I sent a series of questions to my buddy Steve to prepare for our upcoming sit down interview as a podcast episode. I think it may happen over Thanksgiving weekend. Steve is a former Marine and he worked on the rope team. He would scale the sides of various high rise buildings in New York City and perform various types of work with ropes and a harness. “In my interpretation, the woman is asking you what is the part of you that means the most to a female. I won’t even call her a lady for this annoying, indirect question. It is an indirect way of asking what do you bring to the table in a relationship? It is a way to see how self-aware the guy about his biggest strength as a man. Are you able to provide financially? Are you able to provide safety for a woman and her children? Do you offer a consistent roof and food for the table? I’m aware that women often get stuck holding it down for the family. A man can disappear and leave his family. It makes sense that they would want a stable environment for themselves and their children. However, speaking in riddles and beating around the bush is annoying to me. I wish you much success and luck on your life path. #ConstructionTales #NotAllGirlsPlayWithDolls #VerballyDisastrous”

I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. Once that sentiment leaves a person’s lips, it cannot return to those lips. Prior to releasing this flood of heartfelt data, make sure that it will go into the right hands. It takes a tremendous amount of courage in order to share such sensitive data. This tightly held data is a gift and not intended for just any recipient. You have to make sure that revealing this emotional data won’t make the other party perceive you as a toxic person and/or stalker. Safety Topic Of The Day: Suspended Scaffolds In the Skyline

Hello Everyone!

I hope you are doing absolutely fabulous on your Thursday? The leaves are falling here in the grass of New York City. I wasn’t in the mood to go and peep the Village Halloween Parade that happens each year in Manhattan earlier this week. I went last year when it was on a Sunday. For some reason, I wasn’t in the mood to do it. Perhaps it was because it fell on a Monday this year and staying out late will make me tired all week. The older I get, the more I need sleep. I look at it like it is totally precious. I opted to research and craft a safety blog post on suspended scaffolds. Since I live and work amongst the skyline of high rise buildings, it makes sense to discuss the value of suspended scaffold workers. Buildings cannot be maintained without workers on the rope team as well as suspended scaffold workers. I plan to connect with my buddy Steve, who was a former Marine, who worked on the rope team and do a podcast episode as well as a blog post. In case you missed them, go into my blog post and read up on my safety topic blog posts. I have previously written on safety topics such as the dangers of silica, the history of the hard hat, and the need for safety boots. Before I dive into some research and regurgitate some talking points on suspended scaffolds, I might as well share some links and updates on my other projects. Now that I’ve wrapped up my “Leslie ad”, let’s get into some gritty safety details. I know you are excited to see what I’ve dug up for us. 😛

What is a suspended scaffold? A suspended scaffold is a temporary platform that is supported by non-rigid means such as: cables, chains, or ropes. It is not to be confused with supported scaffolds which are temporary platforms that are supported by rigid means such as: legs, posts, or frames. Suspended scaffolds are needed on large, multi-floor high rise buildings in order to help workers gain elevation and easily perform various maintenance tasks. Performing work at such high elevations is extremely dangerous. Under these circumstances, workers need to be protected and highly trained. New York City construction workers and visitors are protected under NY Labor Law 241. This labor law outlines the regulations and specific safety actions that must be followed on a worksite. It also gives workers the right to sue for injuries and pain and suffering caused by industrial code violations. Additionally, Labor Law 240 also protects workers from falls from elevated platforms; such as suspended scaffolding systems. New York Labor Law 200 also works to protect the rights of both workers and any visitors to the job site. These labor laws are structured to ensure that construction company owners and contractors take reasonable steps to give workers a safe working environment. These labor laws all work collectively to push employers to take necessary steps to protect workers with a series of established safety guidelines. Workers need to be protected, via using a guardrail system as well as a personal fall arrest protection system while operating the suspended scaffold. On scaffolds, toprails should be able to withstand a force of 150 pounds. Mid rails, screens, mesh, intermediate vertical members, solid panels, etc., must also withstand a force of at least 150 pounds. The top edge height of top rails on suspended scaffolds must be between 36 inches and 45 inches. Toeboards should be able to handle a force of 50 pounds. Toeboards must be at least 3½ inches high from the top edge to the level of the walking/working surface. Wire rope used in hoisting machines must be at least five-sixteenth inches in diameter and capable of supporting at least six times the intended load. All fiber ropes used for these scaffolds must be at least equivalent in strength to three-quarter-inch first-grade manila rope. Additionally, the use of repaired wire ropes, as a safety rope, is prohibited. When workers are using welding or burning equipment of any type, sandblasting equipment, or using any chemical substance, fiber or synthetic ropes shall not be used. Chemical substances may damage the rope if it is splashed or spilled on the rope. The safety ropes are one of the main components and an important part of the suspended scaffold system. Obviously, the key component of the system would be the reliable anchorage point. The anchorage points must be tested to ensure that they are fully capable of holding the designated weight for the duration of the project. As you can see in the attached photograph that I pulled from OSHA.gov, there are eight different types of suspended scaffolding. I don’t personally see any of them as reliable enough to put my life in their hands. I give much credit to the person who risks their lives daily to use a suspended scaffold while performing work. The (8) temporary means of reaching heights to get the job done include: ,

  • 1) catenary-Platform supported by two essentially horizontal and parallel ropes attached to structural members of a building. Additional vertical pickups may also provide support.
  • 2) interior hung- Platform suspended from the ceiling or roof structure by fixed-length supports.
  • 3) multi-point adjustable- Platform(s) suspended by more than two ropes from overhead supports and equipped with a means to permit the platform to be raised and lowered. Includes chimney hoists.
  • 4) single point adjustable- Platform suspended by one rope from an overhead support and equipped with a means to permit the platform to be moved to desired working levels.
  • 5) float (ship)- Braced platform resting on two parallel bearers and hung from overhead supports by ropes of fixed length.
  • 6) multi-level- Two-point or multi-point adjustable suspension scaffold with a series of platforms at various levels resting on common stirrups.
  • 7) needle beam- A platform suspended from needle beams.
  • 8) two-point (swing stage)- Platform supported by hangers (stirrups) suspended by two ropes from overhead supports and equipped with a means to permit the platform to be raised and lowered.

What is required in order to operate a suspended scaffold here in New York City? The owner of the company must have a designated rigger who holds a rigging license (special or master) that’s been issued from New York City Department of Buildings. The job requires work permits, as per what work that’s needed to be performed, as well as filing a CD-5 Suspended Scaffold Application. Of course you cannot even hold onto licenses, permits, or certificates without having insurance. The workers who get into a suspended scaffold must all sit in a 16-hour suspended scaffold class. Once it’s time to renew the suspended scaffold credentials, there is an 8-hr refresher course. As per Local Law 196, all workers must possess a 40-hour worker SST card. Once it’s time to renew the SST cards after a five year period of time, an 8-hr SST refresher course is required. For supervisors, they are required to hold a 62-hour supervisor SST card. NYC Department of Buildings inspectors can issue fines to employers who have employees onsite without SST cards. These fines could be as high as $15,000 per untrained worker. Each party could get a $5k fine that include: owner, permit holder, and employer. A fine for not holding a log of trained workers onsite could be $2,500. Workers must also have a Certificate of Fitness that has been issued by the Licensed Rigger or Licensed Sign Hanger who is in charge of overseeing the scaffold operations. The foreman on the project must complete a 32-hour suspended scaffold training course by a Department-approved provider and receive a DOB-issued ID card. After all, the foreman is the competent person on the project. The foreman is the eyes and ears on behalf of the licensed rigger. Once the necessary paperwork and training has been completed, it is also necessary to get approval for the drawings pertaining to the specific suspended scaffold equipment that will be erected as well as the work to be performed from the Department of Buildings. This approval process applies under normal conditions unless the owner files paperwork to perform work under emergency conditions. Once the drawings are approved from the Department of Buildings, it’s now time for competent people to erect the suspended scaffold exactly as per the engineered drawings. The crew will also typically start bringing tools and material onsite for the project. Platforms must be at least 18 inches wide but no more than 36 inches wide. An official pull test is required for anchorage points for the suspended scaffold- such as C-hooks, outriggers, and tie backs. Once the suspended scaffold has been erected, the qualified person must use a checklist and ensure that the equipment has been installed 100% as per the approved drawings. Each day prior to getting into that suspended scaffold, a full safety check must happen via the competent person. Once completely checked out, the competent person signs the daily checklist paperwork, shares with the site safety manager, and holds onto the paperwork. The paperwork must be fully completed and readily available in the event a DOB inspector comes onsite. Safety is the responsibility of anyone who steps into a suspended scaffold at all times.

I’m aware that working out of a suspended scaffold is very dangerous. However, I can’t find specific stats that isolate suspended scaffold worker deaths from the overall fatality rate of construction workers. I have found some recent incidents, via online news articles, where workers have died while working on the external façade of various high rise buildings throughout New York City. Let’s look at how dangerous it is to be a construction worker in general. According to the Labor of Bureau Statistics, there were 4,764 fatal work injuries recorded in the United States in 2020. The annual 2020 fatality rate experienced a 10.7% percent decrease from 5,333 in 2019. By 2020, the fatal work injury rate was 3.4 fatalities per 100,000 full-time equivalent workers. The fatality percentage rate is down from 3.5 per 100,000 (FTE) in 2019. Meanwhile, fatal work injuries totaled 59 in 2020 for New York City. Chief Regional Economist Martin Kohli noted that the number of work-related fatalities in New York City was down from the previous year. I strongly believe that this drop is due to projects being shut down as a result of Covid-19. Therefore, I believe that the available data is skewed. It gives a false impression that construction workers are safer out in the field. I worked with the tools in Westchester County for many years. I believe that New York City construction workers are subjected to tighter safety rules than surrounding towns within the tri-state area. These tighter safety rules do work to protect my fellow trade brothers and sisters. Then again, there is far more risk for workers when subjected to working on an entire iconic skyline of skyscrapers. Within New York City, fatal occupational injuries have ranged from a high of 191, back in 1993, to a low of 56 in both years 2013 and 2016. The private construction industry sector had the highest number of fatalities in New York City with 13 for 2020. This unfortunate number is down from 24 in the previous year of 2019. Some people will argue that high deaths would be attributed to the union versus non-union factor in the private sector. The reasoning behind this would be the the level of required safety training is much higher amongst the union workforce. My union alone offers a wide variety of safety training for the membership that exceeds the minimum requirements for an SST card. It is assumed that workers who are more educated move more cautiously on the jobsite. Falls, slips, and trips resulted in 5 of the industry’s 13 fatalities. The specialty trade contractors subsector accounted for 8 of the 13 fatal workplace injuries in construction. It takes a fraction of a second to fall. By the time your brain registers that a fall is happening, you can already be several feet on the ground within the remaining fraction of a second. That fact is quite powerful to ponder and absorb. Being in construction is a dangerous industry to work within. This is exactly why safety training is so important in an effort to mitigate the natural risks of this industry. In a world of milestones and deadlines, workers walk a tight rope that requires balance between being safe and getting the job done.

Now that we reviewed some various data on suspended scaffolding, let’s get a sense about how long scaffolding in general has been in use. The ancient Greeks and Egyptians were said to have created the first scaffolding in an effort to create their ancient monuments. Ancient landmarks, such as the Egyptian pyramids and the Great Wall of China, were made possible as a result of using scaffolding. By the 1800’s, bamboo scaffolding was first introduced into the building industry in Hong Kong. It appears that bamboo scaffolding is still used in parts of the world. Early scaffolding was basically made out of wood and rope knots. On the Justia Patents website, I see that there was a patent for a scaffold was submitted on March 3, 1840 by Penfield. However, I can’t really pull much further data on the invention. I find it frustrating that I can’t dig deeper into the history as I would like. Therefore, I shall do the best that I can. It appears that a very early scaffold invention, known as the Cornice Scaffold, was created by inventor Orthmann Fred, from Brooklyn, New York, with the patent being granted back on January 16, 1923. I learned that the first Boatswain’s chair was patented and released by March 7, 1946. I find a Boatswain’s chair to be rather scary in nature. Despite my love for the adrenaline rush that comes from roller coasters, I don’t think that I would like to participate in that “chair ride” at all. By 1993, inventor Lowell N. Walz received a patent for an electric light weight portable scaffolding. I see that there are quite few more patents that have been granted, over the past 30 to 40 years, for scaffold related improvements. In an effort to protect people on the ground while they are working, a controlled access zone (CAZ) must be created under the suspended scaffold that keeps both workers and bystanders protected while walking under the workers. Throughout New York City, you will see the temporary sidewalk sheds, with the required hunter green plywood, being erected on the ground level that serves as overhead protection. During my research process, I learned that the requirement for sidewalk shed came as a result of a fatality for a young college student Grace Gold after getting hit with a facade stone back in 1979. Local Law 11, or “The Facade Inspection and Safety Program”, was born out of that tragedy. This law is responsible for approximately 900,000 feet worth of sidewalk shed that’s been erected throughout the five boroughs of New York City. The average time a sidewalk shed stays erected is for roughly one year. However, there was a sidewalk shed that was recently dismantled after protecting pedestrians for 11-years. A small object that’s dropped from a high elevation has the ability to seriously harm bystanders on the ground. This is why it’s important for construction workers to tether their tools and hard hats while working on any form of scaffold. In the beginning of this project, we were often having to give workers a hard time for not tethering their tools and hard hats.

Scaffold hoists are a critically important component of the suspended scaffold. Hoists help adjust the height of the platform that allow operators to get to their work. Hoists are intended to safely lift the platform if they are used according to manufacturer’s specifications. Never allow the load of a scaffold hoist to exceed 3 times the rated load. The rated load weight is provided by the manufacturer for the specific suspended scaffold device used. When winding drum hoists are used and the scaffold is extended to its lowest point of travel, there must be enough rope to still wrap four times around the drum. When using other types of hoists, the suspension ropes must be long enough to allow the scaffold to travel to the level below without the rope end passing through the hoist or provide a way to prevent the end from passing through the hoist. Never allow gasoline-powered hoists to be used on suspension scaffolds. Gears and brakes of power-operated hoists used on suspension scaffolds must be guarded and enclosed in order to prevent a worker being sucked into the hoist via clothing. Power-operated and manual hoists must have an automatic braking device to safely support, decelerate, and stop a load during a fall. Joining wire suspension ropes is dangerous if not done properly. Only use wire ropes joined together with proper eye splice thimbles connected with shackles or cover plates and bolts. If wire rope clips are used on suspension scaffolds, there must be a minimum of three clips installed. All clips, shackles, and other devices used with wire rope must be installed according to manufacturer’s recommendations. During an inspection, I learned that the c-clamp bolts must all face the exact same direction. We got a fine despite the fact that the orientation absolutely does not having a mechanical effect from the installation. Additionally, the c-clamps must be spaced three fingers width apart. I learned that when installing the C-hooks, you have to cut away the metal façade covering and get down to connecting on the brick. The C-hooks also require three points of contact when installed on the parapet. For this project, we didn’t use outriggers. The workers installed a series of metal wires that were wrapped around at least twice around the bulkhead on the roof. They also installed safety lines that come from the bulkhead connection. The safety lines are what the workers are constantly connected to while out on the suspended scaffold. The workers are not connected to the suspended scaffold. In the event of a power failure or a problem, the motor is designed to go only in a downward direction. The rope grabs that attach a worker’s fall protection harness to the safety line have a specific orientation. It must be used in the correct vertical orientation so that it works properly. This project was my very first exposure with suspended scaffold work so I have learned a ton in a short period of time. I was honestly terrified of not properly absorbing the material and missing a key safety issue. However, I’m working on the project with two other seasoned site safety managers who are excellent teachers. I’m also learning about the entire concrete replacement process from cradle to grave. I’m looking forward to the exposure that I will get by working on other projects.

I shared my latest short story that has been loaded up to my Construction Tales-Told By A Woman Kindle Vella Library on Amazon. This is short story #11 entitled, “Juggling Motherhood & Working With The Tools”. This short story covers my life as a widowed, single mother in the era when I juggled both motherhood and my career as a journeywoman electrician. I share the various challenges I faced and lessons learned along the way. The previous short story is entitled: #10: “Early Life Lessons & Characters To Meet As An Apprentice”. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics. Hello Everyone!

We blasted through the weekend and we are now right back to Monday!! So far, my Monday has went by fast and rather uneventful. I shall keep my fingers crossed in an effort to continue holding the tranquil torch. I hope you are doing well my friend? As I have shared within the past week or so, I’ve written and shared a few safety topic blog posts. If you’re interested, go back into my blog posts and read about the dangers of silica, the history of the hard hat, or the need for safety boots while at work. Your favorite New York female construction worker finally did even more of my homework over the past weekend. I established the “$ugar Momma Baddie” themed clothing and accessory collection on the Shopify ecommerce platform. As stated in my previous blog post, I worked on the Spring e-commerce platform. I know I need to circle back and add more items to the catalog. I had previously worked with my Fiverr designer to modify the design logo name. I have two designs to choose from: 1) Feisty Lady Trio 2) Sugar Momma Bed. As I have previously explained, I changed the themed collection from “I’m My Own $ugar Daddy” to “$ugar Momma Baddie”. I plan on expanding the product lines offerings on the Shopify and Spring e-store platforms. I did create some stickers on Shopify for both designs. I was messing around with an embroidered patch that is also available on Shopify. It took some time to mess with the colors since there is a max of (6) to choose from. As promised, I’m offering the “$ugar Momma Baddie” Shopify and Spring store links down below. I’m also sharing, for the one millionth time, that the audio book version for, “Not All Girls Play With Dolls” is now available on Audible in audio form. My first children’s book is also available on Amazon and Barnes and Noble as a hard cover, paperback, e-pub, and on iTunes. Check out some book links are further down in this blog post. I hope you are doing well, my friend. We’ve landed on another Thursday that gets us one day closer to another weekend. I’ve written and shared a few safety topic blog posts with you. Go back into the collection of blog posts and read my recent blog posts on the dangers of silica and the history of the hard hat. Your favorite New York female construction worker finally did some homework and worked on establishing the “$ugar Momma Baddie” themed clothing and accessory collection on the Spring ecommerce platform. I had to have my designer modify the previous design logo with the formerly chosen brand name to the newly established name. I have two designs to choose from: 1) Feisty Lady Trio 2) Sugar Momma Bed. As I had shared in previous posts, I changed the themed collection from “I’m My Own $ugar Daddy” to “$ugar Momma Baddie”. I was trying to get the changes made before the weekend arrives since my weekends are often spent with friends, family, and my love. I still need to update the designs on the Shopify e-commerce platform. Of course, I also need to expand the product line on the Spring platform. I have a few items to start out with for now. In other book news, I’m also sharing that the audio book version for, “Not All Girls Play With Dolls” is now available on Audible in audio form. I share the various challenges I faced and lessons learned along the way. The previous short story is entitled: #10: “Early Life Lessons & Characters To Meet As An Apprentice”. I decided to write about some life lessons such as guarding your personal information, managing nasty rumors, combating sexual harassment, gender discrimination, and racism. Overall, the construction culture has improved dramatically over the past 25-years. Developing both a thick skin and a sharp tongue are key tools needed to survive various jobsite antics.
